Very important is to also look at what are your essential functions for your department and agency, and to  review those in a periodic  basis. You need to also look at what are your challenges and obstacles in implementing this plan and also develop strategies  to deal with them. Finally, you need to forecast and plan your exercise and training program that will also incorporate corrective actions and milestones for improving your program over the long haul. A cyclical model of continuity planning, training exercising, evaluation, and implementing corrective actions is  crucial. That model provides key leaders and continuity staff the information, awareness and experience necessary to fulfill their continuity program management and implementation responsibilities. Establishing feedback loops at each step of the continuity program management cycle helps set priorities informs budget decision making and drives improvements for continuity plans  and procedures. A documented multi-year continuity program management plan is crucial to developing a successful program. FEMA developed a template you can use for this type of program management plan.
