Status of Legislation to Ban or Limit the Sale of Novelty and Toylike Lighters
Maryland has failed to pass legislation banning or limiting the sale of novelty and toylike lighters.
2011 Legislative Session
Mar 23: Maryland State Fire Marshal Bill Barnard stated that House Bill 192, sponsored by Maryland Delegate James E. Malone, Jr., died in the House Committee. This is the second consecutive year that legislation which would prohibit the sale of novelty lighters failed in Maryland.
Mar 15: The Senate Judicial Proceedings Committee approving Senate Bill 112 which provides for a ban on the sale of novelty lighters.
Jan 28: Maryland Delegate James E. Malone, Jr. introduced similar legislation to Senate Bill 112 in the House of Delegates - House Bill 192.
Jan 21: Senator Barry Glassman introduced Senate Bill 112, which would prohibit a person from selling at retail, offering for sale at retail, or distributing for retail sale in the State a novelty lighter and establishes a penalty for a violation of the Act.
2010 Legislative Session
Mar. 22: Although House Bill 191 was passed by a significant margin, Senate Bill 226 failed in Committee on a 6 to 5 vote. State Fire Marshal Bill Barnard vows to try again next year.
