    Day 1 — Keynote: Gordon Graham

    Gordon Graham, a retired law enforcement officer and attorney, is a risk management expert known for his work in public safety. He co-founded Lexipol, a company that provides policy and training solutions for law enforcement, fire departments and other public safety agencies. Graham advocates for proactive risk management, emphasizing the need for training, policy development, and informed decision-making to prevent tragedies and reduce legal liability. His teachings focus on identifying predictable problems in public safety and implementing strategies to mitigate risks before incidents occur. Through his lectures and writings, he has influenced safety practices across law enforcement, fire services and emergency management.

    Day 2 — Keynote: Dr. Hayden Duggan

    Hayden A. Duggan, Ed.D., is the president and founder of the On-Site Academy in Gardner, Massachusetts, a residential trauma treatment and training program for public safety personnel. He serves as the team clinician for the Boston Police Stress Support Unit Critical Incident Stress Management (CISM) Team and chief psychologist for the Boston EMS Peer Support Team. A licensed clinical psychologist, he earned his doctorate from the Harvard Graduate School of Education in 1977 and has written 2 books on crisis intervention and empathy. Duggan is also an instructor for the International Critical Incident Stress Foundation (ICISF) and an adjunct professor at Anna Maria College in Paxton, Massachusetts.

    Officer Tom Greenhalgh

    Tom Greenhalgh has worked in public safety for 26 years and is a police lieutenant and paramedic. A former firefighter/paramedic, he has over 20 years of experience in public safety diving as a team leader, trainer and educator. He co-directs the Greater Lowell CISM Team in Massachusetts, is an ICISF-approved trainer, and co-authored “Battlefield to Street: One Uniform to Another.” Greenhalgh is a peer and staff member at the On-Site Academy in Gardner, Massachusetts, and executive director of National Public Safety Solutions Inc., a nonprofit providing education and support services nationwide. He holds a master’s degree in criminal justice and is pursuing a master of social work with a focus on public safety and military issues.
